Oracle and OpenAI Launch a Free-to-Start AI Bundle for Small Businesses: What’s Included and Who It’s For

The bottom line

On October 27, Oracle and OpenAI announced the Oracle AI SMB Bundle, a free-to-start package for small and midsize businesses: $12,000 a year in Oracle cloud credits for up to three years, a one-time $50 ChatGPT credit for up to five people, and free tiers of NetSuite QuickStart and Oracle App Composer. It’s built mainly for founders building a software product, and applications are reviewed.

  • U.S. businesses only: privately held, for profit, and independent of a larger company.
  • The cloud credits are for running software on Oracle Cloud Infrastructure, not cash.
  • NetSuite QuickStart, the finance tool, is aimed at early-stage tech startups.
  • If you don’t build software, the most useful pieces are the ChatGPT credit and QuickStart, if you qualify.

What Oracle and OpenAI announced

In an October 27 post, Oracle announced four new offerings built with OpenAI. Three are aimed at larger organizations:

  • Oracle AI Workspace brings Oracle applications, data, and cloud services together with OpenAI models, using a company’s existing sign-in and permissions so employees can find information and take approved actions.
  • Oracle App Composer handles deploying and running apps that employees build with AI coding tools, while IT controls access and costs.
  • Oracle AI Security Mesh uses OpenAI’s cybersecurity models to find and fix weaknesses in applications and infrastructure.

The fourth, the Oracle AI SMB Bundle, is the one for smaller companies. Oracle notes that parts of the announcement describe its product direction, and that features, timing, and pricing may change.

What’s in the bundle

According to Oracle’s bundle page, it’s organized around three stages — build your product, run your company, and grow — with these benefits:

Benefit What you get Fine print
Oracle Cloud (OCI) credits US$12,000 a year Renewable for up to two more years (three in total)
ChatGPT credit One-time US$50 per person, up to five people Earned by installing the NetSuite QuickStart plugin in ChatGPT Business and using it within seven days; up to $250 per workspace
NetSuite QuickStart Free tier Invoices, bills, and cash flow, within monthly usage limits
Oracle App Composer Free tier Up to 100 app deployments a month

The build stage pairs ChatGPT and OpenAI’s Codex coding agent with Oracle’s cloud: plan with ChatGPT, write and test software with Codex, and deploy on OCI. Oracle also lists its AI Security Mesh and a Cost Advisor for AI spending as tools for the “grow” stage. Each benefit has its own limits and terms, and Oracle says availability is limited.

Note what’s not included: the bundle gives a ChatGPT credit, not a free ChatGPT Business subscription. For what ChatGPT Business and similar plans cost, see our guide to AI costs.

Who it’s for, and who qualifies

The fine print in Oracle’s announcement sets the eligibility rules. Applicants must:

  • Be a U.S. business
  • Be privately held and for profit
  • Be independent of a larger company
  • Pass business verification

Only one enrollment is allowed per company, and every application is reviewed.

Oracle’s examples show who it has in mind: a solo founder building a first product, a five-person startup getting ready to launch, a growing team drowning in invoices, and a business expanding into new markets. The biggest benefit, the cloud credits, pays for running software on Oracle’s cloud. That’s valuable if you’re building an app or customer-facing tool with OpenAI’s Codex and need somewhere to host it. It’s less useful if your business runs on off-the-shelf software.

NetSuite QuickStart: the finance piece

NetSuite QuickStart is Oracle’s free, AI-powered finance software, launched on October 14 for eligible early-stage U.S. technology startups. It handles routine bookkeeping, bills, invoices, and cash flow, and flags the decisions that need a person. You can use it through ChatGPT or Claude, from Slack, or in its own app — for example, asking ChatGPT what it has handled recently, or telling Claude a customer agreed to pay early so it updates the invoice.

The free tier has monthly limits, per NetSuite:

Monthly limits reset each month; unused capacity doesn’t roll over.

Limit Amount
Business records 2,500 a month
Emails 800 a month
New documents 175 a month
Document storage Up to 20GB
Connected bank and card accounts Up to 4
Concurrent integrations (MCP or other) Up to 2

NetSuite positions QuickStart as a starting point with a path to full NetSuite as a company grows. It hasn’t published what happens when a business outgrows the free limits, so check the terms before you move your books over. More finance guides are on our Finance & Accounting page.

Should your business apply?

If you… What to do
Are building a software product or app Apply. The cloud credits, Codex, and App Composer fit your work directly.
Are an early-stage tech startup with simple books Look at NetSuite QuickStart, which is free within its limits, with or without the bundle.
Run a services, retail, or local business on off-the-shelf software The cloud credits matter less. Compare the ChatGPT credit with other free programs before switching your accounting.
Already use other accounting software Weigh the cost and effort of moving your books against a $50-per-person credit and a free tier with limits.

Watch out

Free credits make it easy to start building on one company’s platform. Before you commit, check what the same setup would cost after the credits end, how hard it would be to move your data and apps elsewhere, and which limits apply to each benefit. Keep a calendar reminder for any deadlines, like the seven-day window for the ChatGPT credit.

If you’re mainly looking for free AI training rather than cloud credits, the Goldman Sachs Small Business AI Institute and Google’s free AI certificate for small businesses are worth comparing.

Your next step

Before you apply

  • Confirm you meet the rules: U.S., privately held, for profit, and independent of a larger company.
  • Decide which benefits you’d actually use: cloud credits, the ChatGPT credit, or QuickStart.
  • Price your setup without the credits, so year four isn’t a surprise.
  • If you’re switching accounting software, export a backup of your current books first.
  • Apply through Oracle’s bundle page, and watch for the review decision.

Common questions

What is the Oracle AI SMB Bundle?

A free-to-start package from Oracle and OpenAI for U.S. small and midsize businesses, announced October 27, 2026. It includes Oracle cloud credits, a ChatGPT credit, and free tiers of NetSuite QuickStart and Oracle App Composer.

Is the Oracle AI SMB Bundle free?

It’s free to start, but each benefit has limits and terms. The cloud credits run up to $12,000 a year for up to three years, and the ChatGPT benefit is a one-time $50 credit per person, not a free subscription.

Who qualifies?

U.S. businesses that are privately held, for profit, independent of a larger company, and pass business verification. Availability is limited, applications are reviewed, and there’s one enrollment per company.

Does it include ChatGPT Business?

It includes a one-time $50 ChatGPT credit for up to five people, earned by installing the NetSuite QuickStart plugin in ChatGPT Business and using it within seven days.

What is NetSuite QuickStart?

Oracle’s free AI-powered finance software for early-stage U.S. tech startups. It handles bills, invoices, and cash flow within monthly limits and works through ChatGPT, Claude, Slack, or its own app.

Is it worth it for a non-tech small business?

Maybe not. The biggest benefit is cloud credits for running software. If you don’t build software, compare the smaller benefits with other free AI programs before switching tools.
